DEPARTMENT OF LAW

The Department of Law was established under the School of Public Policy and Law (SPPL), ARGUCOM with a vision to become a center of excellence of national and international repute in the field of legal education and research.  The Department of Law intends to impart ethical and value based legal education with job oriented and self-reliant professional skills and to promote legal awareness through outreach activities.

The Department of Law also proposes to act as a forum for the discussion of cutting-edge legal issues and a channel through which the scholars can keep the wider academic and professional communities up to date with the most recent legal developments in the country. Another mission of our department is to provide Legal Consultancy to entrepreneurs, public enterprises, SMEs, NGO’s and cooperatives on all legal issues and to provide assistance in policy making whether in the legislative realm or governance, local administration, entrepreneurs, public enterprises, SMEs, NGO’s and cooperatives.

The Department of Law periodically conducts National seminar, webinars, guest lectures, workshops, legal aid camps to provide a platform for students, academicians, researchers for discussion of various legal issues of social importance.

We have adopted dynamic pedagogical tools in the teaching learning process which comprises not just classroom lectures but also case studies, field studies, quizzes, group discussion, assignment, projects, video tutorials, discussion forum and role play.

The Department of Law presently running LL.M programme with two specializations i.e Constitutional & Administrative Law and Corporate Law & IPR.The Department of Law in the year 2016 introduced its first 2 years LL.M programme. However, in the year 2019 the Department of Law introduced its one-year LL.M programme. But taking into consideration the recent Bar Council of India’s notification regarding abolition of one year LL.M programme, the Department of Law proposes to start 2 years LL.M programme from the academic session 2022-2023.

The Department of Law also offers PhD programme. The Department has the total strength of 5 competent and dynamic faculty members with highest academic excellence. Along with that the Department of Law has three adjunct faculties from National Law University (Assam), Symbiosis Law College (Pune) and Dibrugarh University (Assam).

Research and Projects

Research oriented teaching plays a very significant role in an academic institute. The Department of Law aims to expand the horizons of knowledge through creative, multidimensional, original and practical research. The Department has designed the course curriculum in a way topromote research-based learning among the students and faculty members.

In order to in build the basic understanding of research, the Department has introduced one compulsory paper on Legal Research Methodology (LRM). Moreover, at the end of 4th Semester each student will have to submit a dissertation which will be the result of his/her original research work.

Presently the Department of Law has one major research project titled “Problems and Prospects of Justice Delivery System in India” funded by the University. Along with that there are five university funded minor research projects under each faculty members. The titles of these research projects under the faculty members are as follows:

  1. Protection and Preservation of wetlands in Sibasagar: Dr. Deepom Baruah
  2. A Study on Biomedical Waste Management System in Different Hospitals of Sivasagar District and its effect on Environment: Ms. Ipsita Kaushik
  3. Study on the Legislative Policies for the Protection of Historical Monuments of Sivasagar District: Ms. Nazmin Sultana
  4. Effectiveness of Solid Waste Management Rules under Swatch Bharat Mission Implemented in the Sivasagar town: Ms. BishakhaChetia
  5. A Study on Environment Pollutant within Sivasagar Town: Ms. BhupaliSaikia.

Activities

  1. On 11th November 2017, the Department of Law, SPPL conducted a National Seminar on “Violence Against Women: Concept, Issues, Emerging Problems,and Current Challenges” sponsored by ICSSR-NERC. The National Seminar focused on Issues, Problems and Challenges in three fields viz., (i) Domestic violence and Honour Based Killing, (ii) Nature of Violence against Women and (iii) Empowerment of Women and Role of Media.
  2. On 13th November, 2021, a One-day Program on “Mock Trialwas organized by School of Public Policy and Law, ARGUCOM in collaboration with District Legal Service Authority, Sivasagar, Govt. of Assam on 13th November, 2021. The Resource Persons of the workshop were Mrs. Banani Goswami, Secretary, DLSA, Sivasagar, Advocate Pankaj Mahanta Nazira Bar Association and Advocate Achyut Konwar, Nazira Bar Association.
  3. On 9th November, 2021, the Department of Law has conducted a One-day workshop Program on “Right to Information- Issues and Challenges”. The Chief Information Commissioner of Government of Assam, Mr. Samudra Gupta Kashyap was the hon’ble speaker of the workshop.
  4. On 27th July (Monday) 2020 the Department of Law conducted a Virtual Regional web Consultation series on Criminal Law Reform in Collaboration with Gujarat National Law University.During the consultancy views and opinions were expressed by different experts and sent those opinions in form of a report to the Government of India.

5. On 7th February, 2020, the Department of Law organized a legal aid camp at Hahsora H.S. School, Sivasagar, which was attended by invited     guests, dignitaries and the public of near locality. The meeting was presided over by principal of Hahsora H.S School Shri JatinChetia.The legal aid was aimed to aware about domestic violence, RTI, Child rights, crime against child and women.

6. On 7thJune 2020, the Department of Law organized a webinar on “Key Concepts of Legal Drafting”. The Resource Person of the program was Advocate AbirPhukan, Partner, KMP Law Firm, New Delhi. No. of Participants was 79.

7.On 11thJuly, 2020the Department of Law organized a Webinar on “Human Rights in the Age of Covid -19: Gender Justice and Challenges”, in collaboration with Gender Sensitization Cell, ARGUCOM. Speaker of the program was Mrs. DristirupaPatgiri. Assistant Professor, Department of Law, Assam University, Silchar, Assam. She was a representative at 43rd Session of UN Human Rights Council, Geneva, Switzerland.

8.On 16th May 2020the Department of Law organized a webinar on “Law of Contract and Doctrine of Frustration”. The speaker of the program was Ms. Amloanika Bora, Asst. Prof, Presidency University, Bangalore.

9.On 29th May, 2020 the Department of Law organized a webinar on “Preparation and Entry into Assam Judicial Service”.

10.On 26th November, 2021 in order to mark the   celebration of 72nd Constitution Day of India, the Department of Law conducted an online lecture program virtually. The Resource person for this lecture was Dr. AtmaramShelke, Associate Professor, Symbiosis Law School, Pune India. The topic of this lecture was “The Transformative Constitution and the Rule of Law”.
